Please read these Terms and Conditions carefully before making a booking. By using our website, making a booking, selecting “I Agree”, or participating in our services, you acknowledge that you have read, understood and accepted these Terms and Conditions and any applicable policies referred to within them.

When you complete a booking and select the relevant acceptance box, your acceptance constitutes confirmation that you have read and agreed to the applicable terms, policies and requirements.

We may update these Terms and Conditions periodically to reflect changes to our services, business operations, legal requirements or applicable Queensland marine licensing requirements.

The version published on our website at the relevant time will apply to new bookings unless otherwise required by law.

We reserve the right to restrict or terminate website access where we reasonably believe these Terms have been breached.

BOOKING A COURSE

A booking with Queensland Boat Licence reserves a place for the candidate in the selected course and, where applicable, a specific practical training session, date and time.

Course places are limited and are allocated based on the availability of the resources required to deliver the course.

Depending on the course, Queensland Boat Licence may need to allocate:

  • A qualified trainer;

  • A training vessel;

  • Practical training and assessment time;

  • Online theory access;

  • Course and training materials;

  • Assessment resources;

  • Administrative resources; and

  • Other operational resources required to conduct the course.

Booking Confirmation

A booking is not considered confirmed until Queensland Boat Licence has received the required payment or otherwise confirmed the booking through an approved booking method.

Once a booking has been confirmed, the candidate's place may be reserved specifically for them and may no longer be available for other customers to book.

Candidates are responsible for providing accurate contact and booking information and for reviewing their booking confirmation carefully.

Candidate Responsibility

Candidates should select their course date carefully and ensure they are available to complete all required components of the course, including online theory, CAT assessment and practical training where applicable.

Candidates should also ensure they understand the course requirements, scheduled commencement time, location and any requirements communicated by Queensland Boat Licence before attending.

Course Dates and Availability

Course dates and practical sessions are subject to availability and may vary depending on trainer availability, vessel availability, operational requirements, weather and marine conditions.

Queensland Boat Licence does not guarantee availability of a particular date or time unless that booking has been confirmed.

Changes after Booking

Once a booking has been confirmed, any request to change the course date, time or other booking details will be subject to the applicable cancellation, rescheduling and transfer provisions of these Terms & Conditions.

Candidates should contact Queensland Boat Licence as soon as possible if they need to make a change.

Booking Acceptance

By completing a booking, the candidate acknowledges that they are reserving a limited course position and agrees to comply with the applicable Queensland Boat Licence Terms & Conditions, course requirements and cancellation and rescheduling policies.

BOOKING CONFIRMATION

Following a booking, Queensland Boat Licence may provide confirmation by email, SMS, telephone or another approved communication method.

Booking communications may contain important information regarding:

  • course date and time;

  • course location;

  • arrival requirements;

  • parking or access information;

  • online theory requirements;

  • practical training requirements;

  • items the candidate must bring;

  • weather-related procedures; and

  • Other course instructions.

Candidates are responsible for reviewing these communications before attending.

COURSE FEES & PAYMENTS

Course fees are payable in accordance with the price displayed or communicated at the time of booking.

Unless otherwise agreed in writing:

  • payment must be made before the candidate attends the relevant course;

  • discounted or promotional prices are subject to the conditions applying to the relevant offer;

  • additional services or training may attract additional fees; and

  • Queensland Boat Licence may require outstanding amounts to be paid before a candidate participates in further training.

Prices and course inclusions may change from time to time. Changes will not ordinarily affect a booking that has already been confirmed and paid for, except where permitted or required by law.

LIMITED COURSE AVAILABILITY

Queensland Boat Licence operates courses with limited places.

Once a candidate books a practical session, that position may no longer be available to another customer.

Late cancellations and changes can therefore result in a training position remaining vacant.

For this reason, candidates should provide at least 72 hours' notice when requesting a change to a practical course booking.

COURSE COMMENCEMENT

A course may consist of more than one component, including online theory and practical training.

For the purposes of Queensland Boat Licence's administration, training may be regarded as having commenced when the candidate begins participating in a component of the course.

This may include:

  • accessing online theory;

  • commencing online modules;

  • completing online training;

  • attending instructor-led training;

  • participating in practical training; or

  • undertaking an assessment.

Once training has commenced, pre-course cancellation and refund provisions may no longer apply, subject always to any rights the candidate has under applicable law.

ONLINE THEORY TRAINING

Where online theory forms part of a course, candidates are responsible for completing the required online components within the timeframe specified by Queensland Boat Licence.

Candidates should ensure they have:

  • reliable internet access;

  • a suitable device;

  • sufficient time to complete the required material; and

  • access to the email address associated with their booking.

Candidates should not commence online theory if they are uncertain whether they intend to proceed with the booking, unless otherwise advised by Queensland Boat Licence.

Completion of online theory does not necessarily guarantee successful completion of the practical component or the issue of a marine licence.

INFORMATION PROVIDED DURING BOOKING

Candidates are responsible for ensuring that all information supplied during the booking process is accurate, complete and current.

This may include information such as:

  • Full legal name.

  • Date of birth.

  • Contact details.

  • Residential address.

  • Licence type required.

  • Previous marine licensing information.

  • Relevant training or assessment history.

  • Other information reasonably required to process or administer the booking.

Providing inaccurate, incomplete or misleading information may affect your eligibility to participate in training or assessment.

If you become aware that information supplied during your booking is incorrect, you should notify Queensland Boat Licence as soon as possible.

BOOKING CONFIRMATION

Once a booking has been processed, candidates will receive confirmation containing important information relating to their course.

Depending on the booking, this may include:

  • Course type.

  • Practical training date.

  • Start time.

  • Meeting location.

  • Parking information.

  • Trainer contact details.

  • Theory requirements.

  • Practical requirements.

  • What to bring.

  • PFD and equipment requirements.

  • Cancellation and transfer conditions.

  • Other instructions relevant to the course.

Candidates are responsible for reading their booking confirmation carefully and following the instructions provided.

Where a candidate does not receive their expected confirmation, they should contact Queensland Boat Licence before the scheduled course.

BOATSAFE TRAINING & LICENSING REQUIREMENTS

Queensland Boat Licence provides training and assessment in accordance with the applicable Queensland BoatSafe requirements.

Candidates must meet all applicable eligibility, training, knowledge, practical competency and safety requirements for the licence being undertaken.

Successfully completing training and assessment does not remove the candidate's responsibility to complete any additional licensing or administrative requirements imposed by the Queensland Government or relevant licensing authority.

A BoatSafe Statement of Competency is not itself the marine licence. Candidates must complete the relevant licensing process with Queensland Department of Transport and Main Roads where required.

ENGLISH LANGUAGE REQUIREMENT

Candidates must have sufficient English-language ability to understand and respond to instructions and information relating to both the theoretical and practical components of their training and assessment.

This includes being able to understand:

  • Course information.

  • Written instructions.

  • Assessment questions.

  • Safety instructions.

  • Trainer directions.

  • Practical operating instructions.

  • Relevant training and assessment documentation.

A candidate who cannot adequately understand safety-critical instructions may be unable to participate in practical training or assessment.

Candidates who are uncertain about whether they meet this requirement should contact Queensland Boat Licence before booking.

LANGUAGE, COMMUNICATION & READING REQUIREMENTS

Queensland Boat Licence requires all candidates to have sufficient English language, communication and reading ability to participate safely and effectively in the BoatSafe training and assessment process.

Candidates must be able to understand and respond to instructions, read and understand relevant course information, and communicate effectively with the trainer and assessor.

In accordance with applicable BoatSafe training and assessment requirements, candidates must have sufficient language, literacy and communication skills to:

  • Read and understand written training and assessment material;

  • Understand safety information, instructions and warnings;

  • Understand and respond appropriately to verbal instructions;

  • Communicate with the trainer and assessor during training and assessment;

  • Understand questions and provide appropriate responses;

  • Complete the required theory and assessment components;

  • Understand relevant marine terminology and instructions; and

  • Demonstrate the required knowledge and practical competency.

Where a candidate has difficulty with reading, English language or communication, they should contact Queensland Boat Licence before booking or commencing the course to discuss their circumstances and any assistance that may be available under the applicable BoatSafe requirements.

Candidates must be able to demonstrate the required knowledge and competency themselves. Queensland Boat Licence cannot provide assistance that would compromise the integrity of an assessment or prevent the candidate from independently demonstrating the required competency.

Where a candidate is unable to adequately understand written or verbal instructions necessary for safe participation or assessment, the trainer may determine that the candidate is unable to proceed until the relevant requirements can be met.

Any additional arrangements, support, transfer or rebooking will be subject to the applicable BoatSafe requirements, course availability and Queensland Boat Licence Terms & Conditions.

LANGUAGE, LITERACY & COMMUNICATION POLICY

Queensland Boat Licence requires all candidates to have sufficient English language, reading, literacy and communication skills to safely participate in and successfully complete the applicable BoatSafe training and assessment requirements.

Candidates must be able to independently:

  • Read and understand course and assessment information;

  • Read and understand safety information and instructions;

  • Understand verbal instructions provided by the trainer or assessor;

  • Communicate clearly and appropriately during training and assessment;

  • Understand questions and provide relevant responses;

  • Complete the required theory and assessment components; and

  • Demonstrate the knowledge and practical skills required for the applicable licence.

ENGLISH LANGUAGE & READING ABILITY

BoatSafe training and assessment requires candidates to have sufficient English language and reading ability to understand the information presented to them and demonstrate the required competency.

Queensland Boat Licence does not provide a general English language teaching service. Candidates who are unsure whether their English language, reading or communication ability is sufficient should contact Queensland Boat Licence before booking to discuss their circumstances.

Use of Interpreters or Assistance

Any request for an interpreter, translator or other communication assistance must be discussed with and approved by Queensland Boat Licence before the course commences.

Any assistance provided must be consistent with the applicable BoatSafe training and assessment requirements and must not compromise the candidate's ability to independently demonstrate the required knowledge or competency.

Queensland Boat Licence may not be able to provide or permit an interpreter or other assistance where it is not permitted under the applicable assessment requirements.

Communication during Practical Training

Candidates must be able to understand and respond promptly to safety instructions during practical training.

Where a candidate cannot adequately understand or communicate essential instructions, the trainer may determine that the candidate cannot safely participate in the practical session.

Safety-related communication requirements apply throughout the practical training and assessment.

CANDIDATE RESPONSIBILITY

Candidates are responsible for advising Queensland Boat Licence before booking if they have any concerns regarding their English language, reading, literacy or communication ability.

Candidates should not wait until the day of the course to raise communication or reading difficulties.

Where a candidate attends a course without previously advising Queensland Boat Licence and is unable to meet the required language, literacy or communication requirements, the candidate may be unable to proceed with training or assessment.

Any resulting transfer or rebooking will be subject to the applicable fees, availability and Terms & Conditions.

BoatSafe Requirements.

This policy is intended to operate consistently with the applicable Queensland BoatSafe training and assessment requirements.

Where a BoatSafe requirement differs from or imposes a higher requirement than this policy, the applicable BoatSafe requirement will apply.

Queensland Boat Licence may update this policy where necessary to reflect changes to BoatSafe requirements, licensing requirements or applicable legislation.

WEATHER & MARINE CONDITIONS

Practical marine training is conducted on open water and is inherently affected by weather, sea state, wind, visibility, tides, currents and other marine conditions.

The safety of candidates, trainers, vessels and other waterway users is our highest priority.

The supervising trainer has the authority to determine whether conditions are suitable for practical training and assessment.

Where forecast or actual conditions are considered unsuitable or present an unacceptable safety risk, Queensland Boat Licence may cancel, postpone or reschedule a practical session.

A decision may be made:

  • On the evening before the scheduled session using available weather and marine forecasts; or

  • On the morning of the course after assessing actual conditions.

Weather decisions are based on the conditions relevant to the safe conduct of the training and assessment and are not made solely on whether rain is forecast.

Candidates will be notified by SMS and/or email as soon as reasonably practicable following a Queensland Boat Licence cancellation.

Where Queensland Boat Licence cancels a practical session for weather or safety reasons, candidates will generally be provided with the opportunity to transfer to another available practical session within 60 days of the original course date, subject to availability.

No cash refund will be provided for a weather or safety cancellation except where a refund or other remedy is required under the Australian Consumer Law.

The candidate cancellation or 72-hour change fee does not apply to cancellations initiated by Queensland Boat Licence for weather or safety reasons.

OTHER QUEENSLAND BOAT LICENCE-INITIATED CANCELLATIONS

On occasion, circumstances outside our reasonable control may require a course to be cancelled or rescheduled.

This may include, without limitation:

  • Vessel mechanical failure.

  • Safety-related issues.

  • Unexpected marine conditions.

  • Trainer unavailability due to circumstances beyond reasonable control.

  • Government or regulatory requirements.

  • Facility or access issues.

  • Other unforeseen operational circumstances.

Where Queensland Boat Licence is required to cancel a course, we will endeavour to provide affected candidates with reasonable notice where possible.

Candidates will generally be offered a transfer to another available session within 60 days of the original course date, subject to availability.

No additional transfer fee will ordinarily apply to a Queensland Boat Licence-initiated cancellation.

No cash refund will be provided unless otherwise required under the Australian Consumer Law.

CANDIDATE WEIGHT & PFD REQUIREMENTS

For safety, vessel capacity and equipment limitations, maximum candidate weight requirements apply.

PWCL — Personal Watercraft

The maximum candidate body weight for PWCL practical training is 120 kg.

RMDL — Recreational Marine Driver Licence

The maximum candidate body weight for RMDL practical training is 140 kg.

Candidates must also be able to safely and securely wear the 50S XL PFD provided for the practical session.

If a candidate exceeds the relevant weight limit or cannot safely fit the required PFD, they must contact Queensland Boat Licence before booking or at least 72 hours before their scheduled practical session.

An alternative arrangement may be considered by prior agreement. This may include the candidate providing their own suitable 50S-rated PFD in a larger size, subject to approval by Queensland Boat Licence and confirmation that the equipment is appropriate for the training and assessment.

Candidates must not assume that an alternative PFD or other arrangement will be accepted without prior approval.

If a candidate arrives at the practical session without prior approval and cannot meet the applicable weight or PFD requirements, they may be unable to participate.

The applicable cancellation and variation conditions will apply in these circumstances.

ARRIVAL TIMES & LATE ATTENDANCE

All courses operate to scheduled start times.

Candidates are required to arrive with sufficient time to park, check in, prepare and be ready for commencement.

Late arrival may affect the candidate's ability to complete the required training and assessment within the scheduled session.

If you are delayed, you must contact your trainer as soon as possible.

A candidate arriving more than 15 minutes late without prior agreement may have their session cancelled or be refused participation where the remaining time is insufficient to safely and properly complete the required training and assessment.

Any decision regarding late attendance will be made with consideration to safety, course requirements, trainer availability and the scheduled operation of the session. The applicable cancellation and variation conditions of the Refund, Cancellation, Rescheduling & Course Transfer Policy will apply in these circumstances.

CANDIDATE-INITIATED CHANGES

Queensland Boat Licence operates practical sessions with limited places allocated to individual candidates.

When a candidate cancels or changes a booking, we may be unable to fill that position at short notice.

For this reason, the applicable cancellation and variation periods are strictly applied.

Candidates wishing to change their practical date should contact us as early as possible.

Changes made outside the applicable notice period may incur a variation fee or result in the loss of fees paid, depending on the circumstances.

REFUND & CANCELLATION POLICY

Our Refund Policy forms part of these Terms and Conditions.

Candidates should carefully review the Refund Policy before completing a booking.

The applicable policy sets out the circumstances in which refunds, transfers, credits, administration fees and rebooking arrangements may apply.

By selecting “I Agree” during the booking process, you confirm that you have read and accepted the applicable Refund Policy.

The Refund Policy is available through our website and may also be provided during the booking process.

Nothing within our Refund, Cancellation, Rescheduling and Course Transfer Policy or these Terms is intended to exclude any rights available to consumers under the Australian Consumer Law.

COOLING-OFF PERIOD & CANCELLATION

Any applicable cooling-off period, cancellation rights and associated administration fees are governed by the current Refund, Cancellation, Rescheduling & Course Transfer Policy.

Where a candidate cancels outside any applicable cooling-off period, an administration fee may apply in accordance with that policy.

Cancellation of a booking does not automatically entitle a candidate to a full refund.

Candidates should review the applicable policy before booking and contact Queensland Boat Licence promptly if they need to cancel.

SERIOUS ILLNESS OR PERSONAL HARDSHIP

We recognise that unexpected and serious circumstances can occur.

Where a candidate cannot attend due to serious illness or genuine personal hardship, Queensland Boat Licence may consider a transfer or other reasonable arrangement in accordance with our Refund, Cancellation, Rescheduling & Course Transfer Policy.

Supporting documentation may be required.

For illness, a suitable medical certificate may be required.

For personal hardship, reasonable supporting evidence may be requested.

Requests must be made within the applicable timeframes.

Any approved transfer remains subject to course availability and the relevant administration or variation requirements.

Incomplete Theory Requirements

Candidates must complete any required theory components within the specified timeframe before attending the relevant practical training or assessment.

Where required theory has not been completed by the nominated deadline, the candidate may be unable to proceed to the relevant assessment or practical component.

Any resulting rebooking, transfer or additional training arrangements will be subject to the Refund, Cancellation, Rescheduling and Course Transfer Policy.

ASSESSMENT OUTCOMES & ADDITIONAL ATTEMPTS

Candidates must demonstrate the required knowledge and practical competency to successfully complete the applicable BoatSafe assessment.

Where a candidate receives an unsatisfactory assessment result, any further training or assessment opportunity will be subject to the applicable Refund, Cancellation, Rescheduling and Course Transfer Policy and the requirements of the relevant BoatSafe program.

Candidates should understand that additional training or assessment may be required where competency has not been demonstrated.

A trainer may recommend additional practice before another assessment is attempted.

SAFETY & TRAINER AUTHORITY

Candidates must follow all reasonable instructions provided by their trainer.

This is particularly important where instructions relate to:

  • Personal safety.

  • PFD use.

  • Vessel operation.

  • PWC operation.

  • Weather and marine conditions.

  • Emergency procedures.

  • Assessment requirements.

  • Other waterway users.

A trainer may stop, modify or postpone an activity where they consider it necessary for safety, training quality or regulatory compliance.

A candidate who refuses to follow reasonable safety instructions may be prevented from continuing the session.

CANDIDATE CONDUCT

Queensland Boat Licence is committed to providing a professional, respectful and supportive environment.

Candidates are expected to treat trainers, staff, other candidates and members of the public with courtesy and respect.

We do not tolerate:

  • Abusive or threatening behaviour.

  • Harassment.

  • Intimidation.

  • Discriminatory conduct.

  • Aggressive or unsafe behaviour.

  • Deliberate damage to property or equipment.

  • Unlawful behaviour.

  • Behaviour that disrupts training or assessment.

  • Failure to comply with reasonable safety instructions.

Where conduct creates a safety, operational or legal concern, Queensland Boat Licence may refuse participation or terminate a candidate's session.
