Queensland Jet Ski Licence (PWCL)
The Queensland Jet Ski Licence (PWCL) course is designed for people who want to legally operate a personal watercraft (PWC), commonly known as a Jet Ski, in Queensland.
The course combines theory training, practical instruction and competency-based assessment focused specifically on the safe operation of personal watercraft.
Candidates learn about PWC safety, controls and operation, pre-start checks, marine rules and regulations, navigation, safe manoeuvring, emergency procedures and responsible operation on Queensland waterways.
The practical component gives candidates hands-on experience operating a personal watercraft under the supervision of a qualified trainer. Candidates must demonstrate the required skills and competencies to successfully complete the PWCL assessment.
Successful candidates receive the relevant BoatSafe Statement of Competency and can then proceed with the Queensland Department of Transport and Main Roads licensing process.
The personal watercraft component focuses specifically on the safe operation of a Jet Ski/PWC and includes:
-
PWC preparation and pre-start checks
-
PWC controls and operation
-
Safety equipment and procedures
-
Queensland PWC rules and regulations
-
Navigation and safe operating practices
-
Acceleration, steering and manoeuvring
-
Turning and controlled operation
-
Emergency procedures
-
Safe operation around other vessels and waterway users
-
Practical PWC handling and assessment
Candidates receive hands-on instruction and must demonstrate the required PWCL competencies during the practical assessment.

QUALIFICATION/CERTIFICATE RECEIVED
Upon successfully completing the required Queensland BoatSafe training and competency-based assessment, candidates will receive the relevant BoatSafe Statement of Competency for the licence or licences they have successfully completed.
The Statement of Competency confirms that the candidate has demonstrated the required knowledge, practical skills and competencies in accordance with the applicable Queensland BoatSafe requirements.
Candidates who successfully complete the PWCL BoatSafe training and assessment will receive a BoatSafe Statement of Competency for the Personal Watercraft Licence (PWCL).
This confirms that the candidate has demonstrated the required knowledge and practical competencies to safely operate a personal watercraft (PWC), commonly known as a Jet Ski, in accordance with Queensland licensing and maritime requirements.
The Statement of Competency is not the PWCL itself. Candidates must complete the relevant licensing process with Queensland Department of Transport and Main Roads (TMR) before they are licensed to operate a personal watercraft.
Important:
A Statement of Competency confirms successful completion of the required training and assessment; it does not, by itself, authorise the holder to operate a boat or personal watercraft. The appropriate marine licence must first be issued by Queensland Transport, Marine and Roads. Furthermore, holding an RMDL alone does not authorise a person to operate a personal watercraft. A separate PWCL endorsement/licence is required to legally operate a PWC in Queensland.
WHAT DOES THE QUALIFICATION ALLOW YOU TO DO?
Successfully completing the relevant BoatSafe training and assessment allows you to obtain the corresponding Queensland recreational marine licence, once you complete the licensing process with Queensland Department of Transport and Main Roads (TMR).
A Personal Watercraft Licence (PWCL) allows you to operate a personal watercraft (PWC), such as a Jet Ski, in Queensland waters, subject to the relevant licence conditions and maritime laws.
A PWCL is specifically required for operating a PWC and is separate from the standard boat licence.
